My Lord:
With reference to Your Lordship's despatch No. 113 of the 16th of May last, and to my despatches Nos. 160 and 175 of the 28th of May and 12th ultimo respectively, on the subject of Mr. J. R. Germain's ill-health, I have the honour to transmit, herewith, the certificate of Dr. Wells, duly authenticated.
The sum of five dollars being Dr. Wells' fee for giving this Certificate, has been included in the extraordinary disbursements of this Embassy for the Quarter ended June 30th last, and I have likewise paid the sum of two dollars, being a charge exacted by the Secretary of State of Washington State and paid by Her Majesty's Consul at Portland, Oregon.
